Hi, Can anybody tell me what are possible cause of low rmp?? my car (1990 toyota Celsior/ ls400) running below 200 rpm at 0 speed, and move to 1000 rmp at 80 kph maximum..!! Please help me out.

It's likely that your cluster is not reading it properly. Mine does the same but the RPMs are where they should be.
