OBD Customisation tool for 2014 RC (or any 2014 lexus)

After having recently picked up a 2014 RC going from an older IS, i realise that a lot of the features which were either standard or customisable via the nav system are now locked to be customised only at *your nearest lexus dealer* as per the manual, meaning they have to use their scan tool to change these functions.

I'd like to know if anyone has any experience in customising these vehicle features with their own tool which can be found online? Looking for something that works, and wont break the bank that can do this.
