Unknown Button And Door Key Dinger

this may sound like a bit of a stupid question, but my windom has a button on top of the steering column cowling above the wiper stalk... can anyone tell me what it does since the comments about it on the cowling are all written in japanese and of course i cant read japanese lol

also, can someone tell me why my dinger that tells me my key is in the ignition is doing funny things, i think its dying or soemthing, but it comes and goes, sometimes dings normal, sometimes rapidly, sometimes not at all and its getting rather annoying. is there a fuse i can pull for this? or how else can i solve this?

That button is for auto tilt of steering column when you turn key off. Undo screw on key and replace battery
