First of all is yours an electric or a hydraulic fan?

If it is a hydraulic fan, then it runs off the power steering pump oil pressure.

There is a solenoid valve that controls how much pressure is released into the line.

This is control by a cooling fan ECU. To fault find it can become complex. eg pressure lines have to be checked for correct flow rates. Someone who repairs power steering should be able to check for this.

Really you may require the services of a professional.

Here is an extract from the services manual - In this system, the cooling fan ECU controls the hydraulic pressure acting on the hydraulic motor, thus controlling

the speed of the cooling fan steplessly in response to the condition of the engine and air conditioning.

Hope this gives some insight. Cheers
