Electrical Problem

hi guys

when i bought my is200 i only got the sub key i bought a broken key with buttons from uk for $20 fitted new battery, replaced case and shaft and cut for free from work then i programed the new key to car by turning it into a master key through the ecu but when tring to get the remote coded the car would not enter code mode told by auto locksmith that it was because the ignition key warning noise wasnt working (the noise when you turn the key off and leave it in and open the door) also seat belt warning noise and passenger seat belt light inop i checked over all fuses and relays all ok anyone have any ideas
